With the Yardbirds already inducted, it's unlikely the Meters are needed.

Art Neville's group..."Cissy Strut" seems to be popping up again (via John Mayer). I don't know about HOF credentials, but they were definitely a vital precursor for funk.

They are absolutely deserving. Rejuvenation alone is worthy, one of the best soul albums ever recorded.

The Meters and The Neville Brothers should be nominated in the same year, to give Art Neville and Cyril Neville a chance at 2 inductions in the same year, joining Stephen Stills of Buffalo Springfield and Crosby, Stills and Nash as the only other artist inducted twice in the same year.
