Jackie Brenston and his Delta Cats are really Ike Turner and his Kings of Rhythm. So, technically, we can't say the list is strictly acts that haven't been inducted.

Rock and Roll Hall of Fame introduces new category for singles

The songs aren't, technically, being inducted into the Rock Hall, but will be honored at the museum in a special way. Stevie Van Zandt of the E Street Band was on hand to announce the first six songs that will be recognized.
