In the case of Elizabeth Cotton, this is the Rock And Roll Hall Of Fame telling us that the Rock And Roll Hall Of Fame is for artists you should know, not artists you do know.

They continue to ignore Roy Brown, Wynonie Harris, The Ravens, The Clovers, The Mills Brothers, Carter Family for Early Influence induction.

Elizabeth Cotten, not Cotton.

She's not influential to rock's creation or development. Considering how many legitimate early rock acts have been snubbed, this choice comes across as the Rock Hall patting themselves on the back for thinking of her.

Elizabeth Cotten and Harry Belafonte are being inducted into the Rock And Roll Hall Of Fame in the same year on purpose. This was planned. Elizabeth Cotten was the maid for Pete Seeger's father, Charles Seeger, and Pete Seeger's stepmother, Ruth Crawford Seeger. Harry Belafonte gave the induction speech for Pete Seeger at the 1996 Rock And Roll Hall Of Fame induction ceremony.

Now you just wait one cotton picking minute...

https://writingexplained.org/idiom-dictionary/wait-a-cotton-picking-minute

She quickly mastered the guitar and banjo, developing a distinctive fingerpicking guitar technique that later became widely known as "Cotten style" or "Cotten picking." Being left-handed, she taught herself to play the instrument upside-down, picking the bass strings with her fingers and treble strings with her thumb. Consequently, while Cotten's guitar style has been widely imitated, her sound is nearly impossible to replicate.

Everybody knows the deal is rotten
Old Black Joe's still pickin' cotton
For your ribbons and bows
And everybody knows
