Returning:
Beck - I don't know how good his chances are but I'm confident they'll nominate him again. It'll still be a test to see if he could actually get in despite the respect he's gotten over the years.
Devo - if they don't nominate Joy Division/New Order, they'd pick these guys again for the main class.
Lenny Kravitz - I'm not as confident as I was earlier that he'd return but him returning wouldn't surprise me.
Cyndi Lauper - this will be her second nomination and she could easily get in this time as opposed to last.
New York Dolls - I think Todd Rundgren's induction as well as the inductions of T. Rex and Roxy Music puts them in good standing for another chance at the hilt.
Sinead O'Connor - I think the reason voters didn't choose her because they agree that her nomination was "too soon". I see her returning in 2025 and she'll likely get in this time (or not).
Soundgarden - I think it's time to put Jane's Addiction aside unless they wanna do to them what they did to MC5 for years!
Thin Lizzy - the only other 70s rock act I see that they could try to bring back.
Warren Zevon - I can see a return for him. It will still be a challenge if he could get in or not but it's worth a shot.

New:
Phil Collins - after Ozzy's induction, he's the next one to get a dual induction. I think it's almost guaranteed he'll get nominated for 2025. Especially before he passes.
Luther Vandross - I think the Hall is gonna start nominating more 1980s R&B acts than 1970s R&B acts. Meaning War is gonna have to wait, meaning the Ohio Players are gonna have to wait (or not at all). And I think this will be THE 1980s R&B nominee of next year's class. He could be a first ballot inductee but it depends on how many voters are familiar with him. Dionne's induction definitely helps his chances as well as the inductions of his bigger 1980s pop-R&B peers (Whitney, George Michael).
OutKast - the induction of A Tribe Called Quest definitely opens the door for the duo of Andre 3000 and Big Boi to finally get their long awaited nomination/induction.
Alice in Chains - as much as Soundgarden deserves induction, AIC could actually give them a run with their nomination.
Tracy Chapman - She had a big boost in recent years via the revival of Fast Car. This could interest the Hall to nominate her.
Melissa Etheridge - I don't know if they really consider her but after Sheryl Crow, she seems to be the next female rock nominee coming.

I may be way off but these are my picks.

Those still in play for a possible return/new nod:
Mariah Carey (I think if the field doesn't have more than 2 R&B nominees, she's in there whatever year she returns, next year or even much later)
Diana Ross (like Ozzy, she has a chance to be a dual inductee and she could follow Tina Turner, Carole King and Stevie Nicks as the fourth dual female inductee, depends on how they view her in the rock era)
Lenny Kravitz (not too confident but he's not out of the woods yet)
White Stripes (this is a case of might be or might not but never say never)
Bangles (they were the only other top 80s female rock band after the Go-Gos, I want a nod but I don't know if they'll get it)
Runaways (I don't know why I'm not as confident of their chances as I was of Joan Jett's years ago but they could get a nod, would NOT surprise me. Would be well-earned too).

My picks for side door inductions:

Musical Excellence picks:
Ashford & Simpson
Burt Bacharach and Hal David
The Wailers (Bob Marley's group/band)
The Sweet Inspirations (the backing vocalists formed by Whitney Houston's mother Cissy and who sang background for RRHOF inductees such as Elvis, Aretha and Dionne)

Musical/early influence:
Roy Brown (the originator behind "Good Rockin' Tonight" and whose sound predated Little Richard and Elvis)
Marvelettes (the Motown group to help bring the label's early success, they were nominated for the main class twice so I can see them getting in through this class)
Clara Ward (how many years has it been since a gospel act got in? 2018? Clara could definitely be the next one. Without her, you really don't have Aretha)

Ahmet Ertegun:
Florence Greenburg (Scepter Records founder, without which, New Jersey greats such as Dionne Warwick and the Shirelles wouldn't have been in)
Sylvia Moy (Motown songwriter behind Stevie Wonder's cherished 1960s Motown hits)
