Perhaps the oldest recorded artists on this very website...

Hypothetically, he could be inducted since he WAS the first (well one of the first) fully recorded artists, and he is one of America's first pop artists, the earliest artists we have is Scott Joplin but George J. Gaskin is even earlier so who knows honestly, I voted yes...

But then there's someone even EARLIER...

However he's just providing instrumentals for his recording of "The Lost Chord" (1888)

I'll let it be your decision, but I say yes. Also someone needs to fix a redirect bug on the eligible years from 1949 and earlier.
